The Defence Headquarters (DHQ) Committee on the review of the Armed Forces of Nigeria’s Joint Defence Doctrine has visited Headquarters Theatre Command, Joint Task Force (North East) Operation HADIN KAI (OPHK), in Maiduguri, Borno State.
According to a statement issued by the Media Information Officer, Joint Task Force Operation HADIN KAI, Lieutenant Colonel Sani Uba, the four-man committee, led by Air Vice Marshal Mohammed Isah, was at the Theatre Command on Wednesday, 27 August 2025, to interact with field commanders and officers as part of its nationwide engagement on the ongoing review of the doctrine.
Welcoming the committee, the Theatre Commander, Major General Abdulsalam Abubakar, commended DHQ for initiating the review, describing it as timely and critical to enhancing interoperability and jointness within the Armed Forces of Nigeria.
He noted that in the North East theatre, jointness had been the cornerstone of operational effectiveness, and he offered additional inputs on the Joint Operations Process of OPHK.
In his remarks, the Committee Chairman, AVM Isah, explained that the Joint Defence Doctrine is designed to be reviewed every five years. He stated that the current review was directed by the Chief of Defence Staff, General Christopher Musa, OFR, to reflect evolving operational realities.
He added that the committee was touring formations and units across the Services to gather inputs, hence their visit to Maiduguri.
During the session, Brigadier General Nelson Okafor, Commander 57 Signals Brigade, delivered a presentation on Theatre Command’s doctrinal contributions on behalf of the Theatre Commander.
The meeting also featured interactive discussions, during which further clarifications were made.
AVM Isah expressed appreciation to Major General Abubakar, his management team, and officers of the Theatre Command for their valuable contributions to the review process.
Earlier in the day, the Theatre Commander received a courtesy visit from officials of IHS Towers and Strength, a telecommunications infrastructure company incorporated in Nigeria and licensed by the Nigerian Communications Commission (NCC).
The IHS team, led by retired Colonel Abdulkadir Ahmed, said the visit aimed at strengthening collaboration with Theatre Command, particularly in securing critical national infrastructure across the North East.
He explained that the company provides services to telecommunications providers through the maintenance of masts, facilities, and fueling equipment activities which often require military security support in the volatile region. He also highlighted the company’s Corporate Social Responsibility (CSR) efforts in supporting some military locations within the theatre, while calling for deeper partnership.
Responding, Major General Abubakar thanked the IHS team for their sustained support and assured them of Theatre Command’s commitment to strengthening collaboration, in line with the mandate of JTF (NE) OPHK and the recent Presidential Order on the protection of critical national infrastructure.
