The Honourable Minister of Defence, H.E. Mohammed Badaru Abubakar, CON, mni, is representing Nigeria at the 12th Beijing Xiangshan Forum, which commenced today, Wednesday, 17 September 2025, in Beijing, China.
According to a statement issued by his Personal Assistant on Media and Publicity, Mr. Mati Ali, the forum has drawn defence and military leaders from over 100 countries, including Singapore, Russia, France, Vietnam, Brazil, and Nigeria. It has also attracted representatives of international and regional organisations, reaffirming its position as one of the most influential global platforms for security dialogue.
Themed “Upholding International Order and Promoting Peaceful Development”, the 2025 edition of the Xiangshan Forum seeks to strengthen dialogue on international security governance, deepen Asia-Pacific cooperation, and explore collective approaches to safeguarding peace and stability.

The programme features four plenary sessions and eight simultaneous discussions covering critical issues such as global security governance, regional security in the Asia-Pacific, strategies for safeguarding international order, and practical steps towards building sustainable regional peace.
Nigeria’s participation underlines its commitment to multilateral engagement on defence and security issues, particularly in an era of evolving global threats. Minister Badaru is expected to engage with his counterparts, explore avenues for defence cooperation, and share Nigeria’s perspective on regional and international security.
The Xiangshan Forum, jointly hosted by the China Association for Military Science (CAMS) and the China Institute for International Strategic Studies (CIISS), has become a key avenue for fostering trust, dialogue, and practical cooperation among defence policymakers and military experts worldwide.
